PM Manmohan Singh had issued a directive 6 years ago to fill 75000 vacancies by offering the positions to those from SC, ST, OBC and disabled categories. However, only 47000 of the posts have been fulfilled. Railways, defence, human resources development, home, finance, health, mines, urban development and petroleum have not met this target and many ministers have not sent any progress reports. Many have cited reasons of a skill gap, while many have not given any reasons.
