An expert group set up to formulate a job plan for Jammu and Kashmir has recommended that the government encourage sectors that have large employment potential and improve the skill set of youth to make them employable. In its observations the expert group, headed by chairman Prime Minister Economic Advisory Council, C Rangarajan, noted that problem of skill gap is sharper in J&K due to the lack of private sector initiative in industry.
