The government has proposed non-academic jobs in the education sector to be out-sourced. Due to the fact that the education sector is highly dominated by the government, out-sourcing was never explored. The Rashtriya Ucchatar Shiksha Abhiyan (RUSA) document partly looks at improving the education sector and is spread over the execution period of the 12th and 13th V year plans.
